Desirable Characteristics for Administrators BEDRE in Institute of Physical Education

Abstract
The purposes of this research were: 1) To study and design model to develop the desirable characteristics for administrators in Institute of Physical Education under the Ministry of Tourism and sports. 2) To study the possibility of using the Development the Desirable Characteristics of Administrators in Institute of Physical Education under the Ministry of Tourism and Sports. The methodology of the study comprised of the following steps: 1) analyzing the documents concerning the characteristic for Administrators; 2) Designing and test the questionnaires about the desirable characteristics from 22 populations and the reliability of the content (IOC) from five experts. 3) Developing the desirable characteristics for Administrators in Institute of Physical Education by Delphi Technique from 21 experts; 4) Developing the desirable characteristics from the third Delphi Technique Confirmatory Factor Analysis from 265 administrators and lecturers of Institute of Physical Education 5) Finding the suggested information to create the desirable characteristics for Administrators in Institute of Physical Education by the focus group technique from ten experts and the Administrators' Training Curriculum and the Assessment of the Training Manuals from 34 experts to check the Index of the Item-Objective Congruence (IOC). The statistical pieces of advice used for this study were percentage, median and interquartile range.
The results of this research revealed 6 aspects of the desirable characteristics for Administrators in Institute of Physical Education, which were as follows: 1) Skills and
knowledge of administrative work and expertise in the area of Physical Education; 2) Unifying and coordination skills; 3) Flexible to change, understanding of the nature of paradigm change and change leader; 4) Being honest and ethical; 5) Involved and being a hard-working; 6) Respectable person, having the right personality and being a good role model.
The results of confirmatory factor analysis from 265 administrators and lectures of Institute of Physical Education, were confirmed. According to the information displayed, the results revealed the Index of the Item-Objective Congruence of the administrators' training curriculum and the assessment of the training manuals all criterias are not less than 0.5 which acceptability by experts around the country. Ten experts had attenned the focus group and 34 experts to check the Index of the Item-Objective Congruence (IOC) and had approved all criterias to be used.
