การพัฒนามาตรฐานการวัดและประเมินผลของครูประถมศึกษา

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการวัดและประเมินผลของครูประถมศึกษา 2) เพื่อพัฒนามาตรฐานการวัดและประเมินผลของครูประถมศึกษา และ 3) เพื่อทดลองใช้และประเมินผลการใช้มาตรฐานการวัดและประเมินผลของครูประถมศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 900 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้น (Stratified random sampling) และกลุ่มตัวอย่างที่ใช้ในการทดลองมาตรฐานการวัดและประเมินผล คือ ครูประถมศึกษา จำนวน 60 คน ได้มาโดยวิธีการสุ่มอย่างง่าย (Sample random sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบทดสอบ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินคุณภาพ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่ามัธยฐาน และค่าพิสัยระหว่างควอร์ไทล์
ผลการวิจัยพบว่า 1) สภาพการวัดและประเมินผลของครูประถมศึกษา พบว่า ครูมีความรู้ด้านการวัดและประเมินผลอยู่ในระดับน้อยไม่ผ่านเกณฑ์ มีทัศนคติและการปฏิบัติในการวัดและการประเมินผล อยู่ในระดับมาก 2) การพัฒนามาตรฐานการวัดและประเมินผลของครูประถมศึกษา พบว่า มาตรฐานการวัดและการประเมินผลของครูประถมศึกษา ประกอบด้วย 5 มาตรฐาน 15 ตัวบ่งชี้ เป็นมาตรฐานด้านการวัดผล 3 มาตรฐาน 9 ตัวบ่งชี้ และมาตรฐานด้านการประเมินผล 2 มาตรฐาน 6 ตัวบ่งชี้ มาตรฐานการวัดและประเมินผลที่พัฒนา ขึ้นมีความถูกต้องเหมาะสมอยู่ในระดับมากทุกรายการ และทุกรายการผู้ทรงคุณวุฒิมีความคิดเห็นที่สอดคล้องกัน 3) การประเมินมาตรฐานการวัดและประเมินผล ตัวบ่งชี้ เกณฑ์ที่พัฒนาขึ้น พบว่า การประเมินด้านอรรถประโยชน์ ความเป็นไปได้ ความถูกต้อง และความเหมาะสม มีค่าเฉลี่ยอยู่ในระดับมาก
