Development of an Online Permit Request System for Traditional Social Events During the COVID-19 Pandemic Using e-Signature

Abstract

The COVID-19 pandemic and social distancing measures have caused delays and increased costs in the traditional process of obtaining permits for social events in Buriram Province. e-Signature technology offers a practical solution, particularly in situations where face-to-face interactions are limited while administrative procedures remain essential. This study aimed to develop an online system for requesting permits for traditional social events during the COVID-19 pandemic using information technology. The research followed a four-step research and development process: (1) needs analysis, (2) system design and development, (3) implementation and expansion, and (4) evaluation, conducted from June 2020 to May 2022. The sample consisted of 766 applicants, and data were analyzed using descriptive statistics and the Chi-square test (α =0.05). The findings indicated that the traditional process was complex and required 2–3 days for completion. The newly developed e-Signature system streamlined the process by utilizing Google Forms for data collection, Google Sheets for data management, and Looker Studio for dashboard visualization. The system was piloted in Nong Chai Si Subdistrict and later expanded to Nong Hong District. The majority of users were female, with an average age of 50.42 years and a primary education level. The system significantly reduced processing time and received high user satisfaction, with a statistically significant level of satisfaction among applicants (p<0.001). The implementation of this system enhances the efficiency, convenience, and speed of the permit application process during the COVID-19 pandemic. Further development and expansion of similar systems for other permit applications are recommended to better serve remote areas and adapt to changing circumstances.
