Abstract

This cross-sectional survey research aimed to examine the level of emergency response capacity among personnel, demographic factors, and Six Building Block of Health System factors affecting emergency response, as well as to identify problems and obstacles related to emergency response. The research instrument was a questionnaire. Data were analyzed using descriptive statistics and inferential statistics, including multiple regression analysis, to determine relationships and influencing factors.

The findings revealed that the overall level of emergency response was very high, with risk communication being the highest-rated dimension. Demographic factors influencing emergency response included job position, as public health officers and length of work experience had a statistically significant negative effect on emergency response (p < 0.05). Regarding health service system management, most participants rated overall management as highly important, particularly organizational leadership, which was considered the most critical factor. Access to resources had a statistically significant positive influence on emergency response (p < 0.001) and could predict emergency response performance at 85.4%.In terms of problems and obstacles, organizational leadership played a crucial role in emergency response; however, policy implementation and operational directives were unclear, and personnel demonstrated insufficient understanding. Therefore, organizations should strengthen personnel capacity and develop comprehensive resource management plans that differentiate between normal and emergency situations to ensure adequate and timely access to resources in response to emergencies.
