Developing the process for creating strategic plans for subdistrict health promotion hospitals (Subdistrict Health Promoting Hospitals) that transfer their missions to local administrative organizations. In Phra Saeng District Surat Thani Province

Abstract

Strategic planning is important for determining the direction of the organization's work. Currently, the sub-district health promotion hospitals that have transferred their missions to the provincial administrative organizations have not yet prepared strategic plans in the post-transfer context. This research aimed to study the development process of strategic planning of sub-district health promotion hospitals (sub-district health promotion hospitals) that were transferred to Surat Thani Provincial Administrative Organization. The action research principle was used according to the concept of Kemmis & Mctaggart by collecting quantitative data with interviews and qualitative data with interviews, observations, and lessons learned. The target group includes 65 officers working at sub-district health promotion hospitals that have transferred their duties to the provincial administrative organization in Phra Saeng District. Data were analyzed using descriptive statistics and content analysis.

The study results found that the strategies of the Subdistrict Health Promoting Hospital (SHP) after transferring the mission to the Surat Thani Provincial Administrative Organization There is no strategic plan to support the operation. This study therefore studies the development of the strategic plan preparation process by organizing a workshop to analyze internal and external factors, brainstorm ideas, and propose a health strategic plan. To make the sub-district hospital have a strategic plan consisting of 4 strategies, 16 tactics and 16 work plans, 13 main activities. The results of the evaluation of the strategic plan implementation process found that the overall results were at a high level, with an average score of 4.05 (S.D.=0.80). The success factors are leadership, budget management and stakeholder participation.
