An Action Research for Developing a Support Process for Civil Society in Proposing Projects to the Local Health Security Fund: A Case Study of Waritchaphum Subdistrict Administrative Organization, Sakon Nakhon Province

This study employed an action research methodology to develop and evaluate a support process to enhance civil society engagement in proposing projects under the Local Health Security Fund. The target population consisted of 45 purposively selected representatives from civil society organizations within the jurisdiction of the Waritchaphum Subdistrict Administrative Organization, Sakon Nakhon Province. The research process was structured into four iterative stages based on the conceptual framework of Kemmis and McTaggart: planning, action, observation, and reflection. Data collection instruments included focus group discussion protocols, semi-structured interview guides, and satisfaction questionnaires. Qualitative data were analyzed using content analysis, while quantitative data were analyzed using descriptive statistics, including frequency, percentage, mean, and standard deviation.
The findings revealed that the support process for community participation in proposing projects for the Local Health Security Fund (LHSF) comprised four key components: consultation, self-assessment, provision of resources and guidelines, and community empowerment. These components form the basis of the CARE Model, which includes: C: Consultation- providing guidance and support, A: Assessment- facilitating self-evaluation and internal review, R: Resources - access to manuals and relevant informational tools, E: Empowerment- strengthening the capacity and agency of the community. After implementation, it was found that all participants successfully developed project proposals that fully met the required criteria, and the fund approved 100% of the proposals. The satisfaction with the developed support process was at a high level (X̄ = 4.32, SD = 0.47). These results suggest that the CARE Model can be effectively applied as a practical framework to enhance community support processes in the development of local project proposals. It helps increase operational efficiency, reduce errors, and empower civil society organizations to create health projects that are truly responsive to the needs and contexts of their communities.
