การพัฒนาสมรรถนะการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 สำหรับผู้นำทางการพยาบาล

บทคัดย่อ
การวิจัยและพัฒนา มีวัตถุประสงค์เพื่อ (1) ประเมินสมรรถนะการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 ของผู้นำทางการพยาบาล (2) สร้างโปรแกรมพัฒนาสมรรถนะ และ (3) ประเมินผลการนำโปรแกรมการพัฒนาสมรรถนะไปใช้การวิจัยและพัฒนา มีวัตถุประสงค์เพื่อ (1) ประเมินสมรรถนะการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 ของผู้นำทางการพยาบาล (2) สร้างโปรแกรมพัฒนาสมรรถนะ และ (3) ประเมินผลการนำโปรแกรมการพัฒนาสมรรถนะไปใช้
การวิจัยแบ่งออกเป็น 3 ระยะ ได้แก่ ระยะที่ 1 ประเมินสมรรถนะการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 ของผู้นำทางการพยาบาล กลุ่มตัวอย่างเป็นผู้นำทางการพยาบาลที่มีประสบการณ์ในการจัดทำยุทธศาสตร์สุขภาพไม่น้อยกว่า 2 ปี จำนวน 25 คน เก็บข้อมูลด้วยใช้เครื่องมือที่ผู้วิจัยสร้างขึ้น ประกอบด้วย ข้อมูลทั่วไป และสมรรถนะในการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 ผ่านการตรวจสอบจากผู้ทรงคุณวุฒิจำนวน 5 ท่าน มีค่าความตรงเชิงเนื้อหา 0.85 ค่าความเชื่อมั่น 0.97 วิเคราะห์ข้อมูลด้วยใช้สถิติค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 สร้างโปรแกรมพัฒนาสมรรถนะ โดยนำผลการวิเคราะห์ในระยะที่ 1 มาบูรณาการกับแนวคิดทฤษฎี ได้แก่ (1) สมรรถนะของผู้นำทางการพยาบาล (2) การพัฒนาสมรรถนะผู้นำทางการพยาบาล และ (3) การจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 และระยะที่ 3 ประเมินผลการนำโปรแกรมการพัฒนาสมรรถนะไปใช้กับผู้นำทางการพยาบาลอาสาสมัคร ที่เป็นกลุ่มตัวอย่างในระยะที่ 1 วิเคราะห์ข้อมูลด้วยสถิติพรรณนาและการทดสอบค่าที
ผลการวิจัยพบว่า ผู้นำทางการพยาบาลมีสมรรถนะในการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 โดยรวมอยู่ในระดับน้อย (X=2.07, SD=0.46) โปรแกรมการพัฒนาสมรรถนะ ประกอบด้วย 4 ขั้นตอน ใช้ระยะเวลา 8 สัปดาห์ ดังนี้ (1) การเตรียมการ (2) การจัดอบรมเชิงปฏิบัติการ และฝึกปฏิบัติจริง ตามเนื้อหา 8 โดเมน ได้แก่ การรวบรวมสถานการณ์สุขภาพจาก Big Data โดยเครื่องมือ STEEP การระบุปัจจัยที่เป็นแรงผลักดันต่อปัญหาสุขภาพ การจัดลำดับความสำคัญของปัญหาสุขภาพ การสร้างภาพอนาคต การกำหนดวิสัยทัศน์ การจัดทำยุทธศาสตร์ การคิดหากลยุทธ์ท้าทาย และการแปลงกลยุทธ์สู่แผนปฏิบัติการ (3) การติดตามการประยุกต์ใช้ในหน่วยงาน และ (4) การประเมินผลโปรแกรม และผลการนำโปรแกรมไปใช้พบว่า สมรรถนะของผู้นำทางการพยาบาลในการจัดทำยุทธศาสตร์สุขภาพในยุคไทยแลนด์ 4.0 ก่อนและหลังเข้าร่วมโปรแกรมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ ระดับ .001 ทั้งโดยรวม และรายด้าน การนำโปรแกรมที่พัฒนาขึ้นไปใช้ ควรคำนึงถึงบริบทของผู้เข้าร่วมโปรแกรม ระยะเวลา และสมรรถนะก่อนการอบรม
