Development and evaluation of a model of Prevention and Solving Road Accident Problems of the Local Road Safety Operations Center Committee and community participation in Kantharalak District, Sisaket Province

Abstract

This study aimed to develop a model of prevention and solving road accident problems for the Local Road Safety Operations Center Committee (LRSC) and community participation in Kantharalak District, Sisaket Province. The research consisted of three phases: phase 1, situation analysis, and studying the factor effect on the preventive behavior of MC drivers. The sample consisted of 210 MC drivers. The tools were the questionnaire and analysis using multivariable linear regression. Phase 2, the development model of prevention and solving road accident problems of the LRSC, and community participation based on the PDCA model. The sample consisted of 60 key stakeholders in road safety. The data were analyzed by categorizing and content analysis. Phase 3, to assess the effect of the developed model from Phase 2. The sample consisted of 50 staff members from LRSC and 50 members of the general public. The data were analyzed using paired t-test statistics. The results indicated 3 predicted factors associated with the behavior of prevention road accidents among motorcycle operators, including: female (adjusted mean diff = 6.42, 95%CI = 3.04 to 9.80), non-consumption of alcohol (adjusted mean diff = 10.34, 95%CI = 7.02 to 13.66), and a good level of traffic rules knowledge (adjusted mean diff = 4.17, 95%CI = 1.40 to 6.93). The findings from Phase 1 informed the development of a model of prevention and solving road accident problems for the LRSC, and community participation contained eight key components: 1) network of the prevention RTI; 2) unity of the district road safety operations center committee; 3) building the sub-district road safety operations center committee; 4) capacity building; 5) data-driven risk management; 6) improving and managing the risk point of road accidents; 7) community participation; and 8) continuous and multi-channel public relations communication. After an experiment, the scores of traffic rules knowledge, behavior of prevention road accidents, and road traffic accident reduction participation were significantly higher than before the experiment.
