การวิจัยการมีส่วนร่วมของชุมชนในการป้องกันและควบคุมโรคไข้เลือดออก หมู่บ้านบางหมู ตำบลบ้านน้ำบ่อ อำเภอปะนาเระ จังหวัดปัตตานี

Abstract

ที่มาของปัญหา :  การควบคุมและป้องกันโรคไข้เลือดออกในพื้นที่บ้านบางหมู ตำบลบ้านน้ำบ่อ อำเภอปะนาเระ จังหวัดปัตตานี  ได้ดำเนินการอย่างจริงจัง ตามมาตรการกระทรวงสาธารณสุข  แต่ปัญหาในการดำเนินงานที่ผ่านมาคือ ชุมชนมีส่วนร่วมในการดำเนินงานน้อยมาก การดำเนินงานส่วนใหญ่เจ้าหน้าที่สาธารณสุขเป็นผู้ดำเนินการ ส่งผลให้ยังไม่สามารถควบคุมแหล่งเพาะพันธุ์ยุงลายได้ จึงเป็นสาเหตุให้พบผู้ป่วยโรคไข้เลือดออกในอัตราที่สูง

วัตถุประสงค์ : เพื่อศึกษาการมีส่วนร่วมของชุมชนต่อการป้องกันและควบคุมโรคไข้เลือดออกและประเมินผลการมีส่วนร่วมของชุมชนต่อการป้องกันและควบคุมโรคไข้เลือดออก หมู่บ้านบางหมู ตำบลบ้านน้ำบ่อ อำเภอปะนาเระ จังหวัดปัตตานี 

วัสดุและวิธีการ : งานวิจัยนี้เป็นงานวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ดำเนินการตั้งแต่วันที่ 1 เดือนตุลาคม พ.ศ. 2558 ถึงวันที่ 31 เดือนธันวาคม พ.ศ. 2558 แบ่งออกเป็น 5 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัญหา ความต้องการ ในประเด็นการมีส่วนร่วมของชุมชนในการป้องกันและควบคุมโรคไข้เลือดออก  ระยะที่ 2 การวิเคราะห์ปัญหาและสถานการณ์ที่เกิดขึ้น โดยการประชุมเชิงปฏิบัติการและแลกเปลี่ยนเรียนรู้กับผู้ที่มีส่วนเกี่ยวข้อง ระยะที่ 3 การวางแผนร่วมกับเครือข่ายเพื่อการป้องกันและควบคุมโรคไข้เลือดออก  ระยะที่ 4 การดำเนินกิจกรรมการป้องกันและควบคุมโรคไข้เลือดออก และระยะที่ 5 การประเมินผลโดยใช้แบบทดสอบความรู้เกี่ยวกับการป้องกันและควบคุมโรคไข้เลือดออกและแบบสอบถามการมีส่วนร่วมการป้องกันและควบคุมโรคไข้เลือดออก วิเคราะห์ข้อมูลโดยใช้สถิติร้อยละ ค่าเฉลี่ยและค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษา : พบว่า 1. ชุมชนมีส่วนร่วมต่อการป้องกันและควบคุมโรคไข้เลือดออกในทุกระยะของการดำเนินการ โดยไม่พบผู้ป่วยไข้เลือดออก ค่า HI = 6.63, CI = 0 อยู่ในเกณฑ์ปกติ   2. ระดับการมีส่วนร่วมของชุมชนในการป้องกันและควบคุมโรคไข้เลือดออก หมู่บ้านบางหมู ตำบลบ้านน้ำบ่อ อำเภอปะนาเระ จังหวัดปัตตานี อยู่ในระดับมาก

สรุป: การป้องกันและควบคุมโรคไข้เลือดออกได้อย่างยั่งยืนต้องได้รับความร่วมมือ และเน้นกระบวนการมีส่วนร่วมจากชุมชน และหน่วยงานที่เกี่ยวข้องอย่างต่อเนื่อง  เช่น  องค์การบริหารส่วนตำบล โรงเรียน ผู้นำชุมชนและผู้นำศาสนา

Community Participation Action Research for Preventing and Controlling Dengue Hemorrhagic Fever at  Bangmoo Village, Bannumboa Sub-District, Panareh District, Pattani Province

Background : Although prevention and control for dengue hemorrhagic fever (DHF) at Banumboa Panare District in Pattani Province were taken seriously, in which the prevention and control strategies  of the ministry of public health were followed, the DHF prevalence rate was still high. One reason for this high rate involves community members, who had less participated in the prevention and control.  Most often the health workers took a major role whereas village and health volunteers took part in a few steps to control and prevent dengue.

Objective :  This participatory action research was aimed to encourage the community to participate in prevention and control for DHF at Bangmoo Village, Bannumboa Sub-District.  

Material and Method : The  action was taken from October to December 2015. The study was divided into five phases: 1) Exploring problems and needs of community participation for DHF prevention and control; 2) Analyzing problem and situation through a workshop and a panel discussion among involved parties; 3) Planning with community network for DHF prevention and control; 4) Implementing DHF prevention and control strategies; 5) Evaluating by using a research-developed questionnaire asking the participants about the knowledge and participation in DHF prevention and control.  Data were analyzed by using percentage, mean, and standard deviation.

Results : The study revealed  that (1) the community participation in DHF prevention and control involves five phases and no patient with DHF was found  (HI = 6.63, CI = 0 ) and (2) the community participation in DHF prevention and control at Bangmoo Village was in a good level.

Conclusion :   The finding showed that participatory action research could encourage the community to participate in sustainable prevention and control for DHF.
