Abstract

Objective
1. To study the knowledge and attitude of Civil Service Act B.E. 2551.
2. To study the difference between side person factor , the knowledge , and the attitude of public health officers for Civil Service Act B.E. 2551.
3. To analyze the relation between the knowledge and the attitude of public health officers for Civil Service Act B.E. 2551.

Methods : The research is Cross-sectional descriptive study design , all 180 sample were random sampling from 3,076 public health officers in Rayong province.The questionnaire were analyzed by percentage , mean , standard deviation , t-test , correlation,F-test (One way ANOVA) and comparison test by Scheffe’s Method.

Results : One hundred and seventy – two sample were included in the study 80.8 percent old females and 90.2 percent male .The knowledge of public health officers in Rayong province was to moderate level is 84.9 percent and in high-level was 10.5 percent. Attitude result in the moderate 49.7 percent,in high-level , and low be similar to be 27.5 percent and 22.8 percent. The factor personal comparison with the knowledge of Civil Service Act B.E. 2551 .There was significant difference on factor in work practice , practice work level , averring has trained about Civil Service Act B.E. 2551 make to are different the knowledge , by academic public health group is valuable average knowledge higher than officer group administrates the public health , and other field .The results from comparing the factor personal toward the public health officers ’attitude , no significant difference were found. The relation ways between the knowledge and the attitude of the personnel , there is relation by statistics , P< 0.05 ( r = .3784 ).

Conclusion: Readiness to Civil Service Act, B.E. 2551 (2008) among Public Health Officer in Rayong Province was moderate level .
