Evaluation of AIDS' protection and problem solving at Chanthaburi Province in the period of the eight national economic and social development plan (1997-2001)

Abstract
The purpose of this study was to evaluate the AIDSû protection and problem solving, in the period of the Eighth National Economic and Social Development Plan (the 8th NESDP), in the area of Chantaburi Province with the Stake's Countenance model. Data were selected and gathered from six sources: 400 Chantaburi civilians; 436 secondary students; 177 community leaders; 71 AIDS patients, 11 community hospital officers, and 12 workers in the AIDS evaluation network. All completed data were analyzed with the SPSS for Windows program for frequency, percentage, mean,standard deviation, and chi-square test. Research results were as follows:
1. As a result of input evaluation, most of plans/projects and budgets were implemented in the mid period of the 8th NESDP, especially activities in strategy 1: the development of human, family and community in order to AIDS protection and problem solving.
2. In terms of process evaluation, the first top five activities concerning AIDS that were used in the 8th NESDP as follows: training, AIDS campaigns, public relation, life skills, and media making. Moreover, many groups of AIDS committees were appointed for evaluating and followup all activities.
3. As a result of outcome evaluation,in Strategy 1, most of Chantaburi civilian and students had good level in terms of knowledge and positive attitude toward AIDS.On the contrary, all of those had risk sexual
behaviors. Strategy 3, 94.40 percent of AIDS patients revealed the positive blood toward family and community. Strategy 5, there were many medical and social services for both protecting and solving problem AIDS, such as health care option, counseling, etc. Strategy 6, there were 6 research papers occurring in the period of the 8th NESDP. Most of all research results were applied to improve working plans.Strategy 8, systems and administrative mechanical were clearly constructed for followup study and evaluation, especially, cooperating between government and private sectors, using the same resources, and doing closely follow-up
study and evaluation.
4. Targets of the 8th NESDP for HIV prevalence, it was found that the military conscript was below one percent criteria (0.54 percent), but the pregnancy was above. (1.64 percent).
