The comparison of the emergency medical services system implementation in Chonburi Province.

Abstract

Cross sectional descriptive comparison studies between purposive selected 13 units of government hospital Emergency Medical Service system (HEMS) and 8 units of non-government EMS(NG-EMS) (such as charity foundation rescue) which are registered for EMS during 2004-2006,were efficiency assessment for their implementation by applying the context, input, process, product model (CIPP). The various type of data collection (such as focus group discussion, questionnaire,in-depth interview) was applied from Naranthorn EMS guideline, and rechecked data validation pass back to Naranthorn EMS report system during 2004- August 2006. The data were analyzed and the result are:-

The context : Both HEMS and NG-EMS have the same policy, while out-standing of NGEMS be the believed of charity role and HEMS be the job description of role. Both of them are share essential resources such as personnel, communication system, ambulance and rescue vehicles, and previous sympathetic supported. The lacking of right skill is first aid, ambulatory, and first aid instruments prior approaching HEMS.

The Input and Process: Both HEMS and NG-EMS are also arrange direct responsible persons to the right job, the NG-EMS units have part of difference from HEMS units are the committee of operation and arrange knowledge exchange for each other, The budget received for seeking the patient fixing ambulatory tools which effect to operational and increase efficiency for following as the producing for patient fixation ambulatory tools become lower than 70 percent of previous operation.
