Policy implementation of the universal health coverage in Chanthaburi Province.

Abstract

The purpose of this research was to eyaluate the policy implementation of universal health coverage (etUC) in Ghanthaburi Province. There were 4 specific objectives : to study and compare attitudes of officers and customers on the PIUG, to study the influenced factors on the PIUC; and to study problems and obstacles of the PIUG. This study focused on 5 indicators : equality and fairness, ability and seruice quality, responsible to civilian needs, responsibility of agency, and service satisfaction. Research designs were both qualitative and quantitative approaches.Completed data were analyzed by computing percentage, mean, standard deviation, t-test, and multiple regression correlation - stepwise. Research results were as follows:As a result of the PIUC in Ghanthaburi Province, officers attitude as a whole and each team of the PIUG were at moderate level when compared with the established criteria. Mean whiles, customers attitude as a whole of the PIUC was at nearly high level. When identifying a variables nearly high level : service satisfaction, ability and service quality, and responsible to civilian needs; z variables moderate level; were responsibility of agency, and equality and fairness. Officers and customers on the PIUG were different significantly (p < .os) (customer group is different more than officer group). No significant difference was found in the item of equality and fairness (p t.os). In addition, a result of studying the influenced factors on the PIUC with the offices attitude, 2 variables (service satisfaction, and ability and service quality) were crucial factors on the total PIUC, could explain the variance of the total PIUC at 51.oo percent. The service satisfaction was the best predictor (as.oo percent) on the total PIUC. Moreover, the customers attitude, z variables (service satisfaction, and equality and fairness) were crucial factors on the total PIUG, could explain the variance of the total PfUC at 47.20 percent. The service satisfaction was the best predictor (+o.zo percent) on the total Pluc.Attribution to studying problems and obstacles of the PIUC, all crucial aspects were as follows : inadequate budget, no personnel distribution following with criteria or standard,irrelevance of administrative system and managerial system with health service of the policy.
