The Evaluation of District Health System and Tambon Health Promoting Hospital According to the Best Quality Criteria

Abstract

This study aimed to 1) compare the evaluation of district health system and Tambon health promoting hospital according to the best quality criteria (UCARE) in the fiscal year 2014 and 2015 and 2) study the key success factors, problems and obstacles in working on district health system and Tambon health promoting hospital. A mixed method study was conducted. The secondary data was analyzed for the quantitative study. In depth interview focus group and open ended questionnaires were used for the quantitative study.

The result found that district health system according to the best quality criteria (UCARE) increased from 25 percents in 2014 to 35.5 percents in 2015. In 2014 and 2015 the best part was E : essential care Χ=86.0, SD= 8.20 in 2014 and Χ=91.8, SD=7.81 in 2015. Compare to the year 2014, the quality care in 2015 was increase significantly (p ≤0.05). For Tambon health promoting hospital, the best quality criteria also increased from 21.9 percents in 2014 to 35.5 percents in 2015. The best part in the both 2014 and 2015 was structure service system, key performance indicator and information. The key success factor in developing the district health system was the leadership vision and participative management of the public health administrators in district level. And the key success factor in developing Tambon health promoting hospital was the participation of the local network and the coaching from multi professional health personnel from Udonthani hospital. The suggestions were the continuous evaluation, the lesson learnt and the integrated evaluation criteria that more focus on community and people in local network level.
