การบริหารจัดการภายในองค์กรกับการพัฒนาคุณภาพ โรงพยาบาลส่งเสริมสุขภาพตำบลในจังหวัดยะลา

บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารจัดการภายในตามแบบจำลอง 7-S McKinsey และการพัฒนาตามเกณฑ์ รพ.สต. ติดดาว และ 2) ศึกษาความสัมพันธ์ระหว่างการบริหารจัดการภายในตามแบบจำลอง 7-S McKinsey กับการพัฒนาตามเกณฑ์ รพ.สต. ติดดาวในจังหวัดยะลา เก็บข้อมูลจากผู้เกี่ยวข้องกับการพัฒนา รพ.สต. ติดดาวระดับจังหวัด อำเภอ และ รพ.สต. ดำเนินการศึกษาการวิจัยแบบผสมผสาน ในส่วนข้อมูลเชิงปริมาณ เก็บรวบรวมข้อมูลด้วยแบบสอบถามที่ผ่านการทดสอบ วิเคราะห์ร่วมกับ ผลการประเมิน รพ.สต. ติดดาว และข้อมูลเชิงคุณภาพเก็บรวบรวมโดยการ สัมภาษณ์เชิงลึกสนทนากลุ่ม ผลการศึกษา พบว่า การบริหารจัดการภายใน ตามแบบจำลอง 7-S McKinsey อยู่ในระดับดี (µ= 4.61, σ = 0.34) และมี รพ.สต. ผ่านเกณฑ์การประเมิน รพ.สต. ติดดาว ระดับ 5 ดาว จำนวน 75 รพ.สต. (ร้อยละ 92.6) โดยการบริหารจัดการภายใน รพ.สต. ตามแบบจำลอง 7-S McKinsey มีความสัมพันธ์เชิงบวกกับผลการประเมินการพัฒนาตามเกณฑ์ รพ.สต.ติดดาวในจังหวัดยะลาอย่างมีนัยสำคัญ (r = 0.70) โดย รพ.สต. มี โครงสร้างที่ชัดเจน ผู้บริหารให้ความสำคัญกำหนดเป็นนโยบายหลักและติดตามต่อเนื่อง แต่บุคลากรยังขาดทักษะความเชี่ยวชาญเฉพาะ ความเข้าใจ นโยบายในทางปฏิบัติและค่านิยมการพัฒนาคุณภาพการดำเนินงาน ตลอดจนขาดงบประมาณสนับสนุนการพัฒนาระบบปฏิบัติงานตามเกณฑ์ รพ.สต. ติดดาว
