          This study is a research and development project with the following objectives:(1) to examine the situation of dangerous drug sales in local shops/general stores,the health product literacy of shop operators, and the need for developing
a surveillance model for the sale of dangerous drugs in Phra Samut Chedi District,Samut Prakan Province; (2) to develop such a surveillance model; and (3) to evaluatethe effectiveness of the model.The research was conducted in three phases:
 - Phase 1: Identifying problems and community needs for an appropriate surveillance model. The sample group consisted of 158 shop operators and 12 representatives, including hospital pharmacists, district public health officers, sub-district health promoting hospital staff, and village health volunteers. - Phase 2: Developing the model through participatory workshops with stakeholders, and implementing the model in shops/general stores in Naikhong Bangplakod Subdistrict with a sample of 120 participants. - Phase 3: Follow-up and evaluation. The research instruments included a survey of local shops/general stores and a questionnaire assessing health product literacy. From 1 March 2025 to 30 June 2025
          The findings revealed that the surveillance model in Phra Samut Chedi District
 Samut Prakan Province involved a collaborative network comprising: 1.Capacity building, coordination, and problem communication to the community; 2.Proactive surveys and proactive knowledge dissemination; 3. Measures for addressing identified problems; and 4. Policy-level problem management. After implementation, the proportion of dangerous drug sales in shops/general stores decreased from 33.33% to 9.17%. Moreover, the average health product literacy scores of shop operators significantly increased (P<0.001)  from 80.60±4.97
to 112.40±2.67 (out of a total score of 115).
