The Development of Water Accident Prevention and Control Measures at Community Level, Kho Thong Subdistrict, Khueang Nai District, Ubon Ratchathani Province

Objectives of this research and development were to examine safety conditions of water resources and to develop guidelines for water accident prevention and control measure at a community level in Kho Thong subdistrict communities. Target group was the population in Kho Thong Subdistrict Administrative Organization consisting of 9 communities with a total population of 5,250 people. This study selected 6 communities using a purposive sampling technique. The communities included in this study were Kho Thong, Klang Kaeng Sompoi, Na Pho, Hua Thung, Nong Khun, and Klang Noi. Thirty-two persons participated the study including community leaders, representatives of the community residences and officers from local organizations. Instruments used in the study were questionnaires on water resources safety condition, deep water warning signs, and water rescue equipments. The data were analyzed using descriptive statistics.
The results showed that: 1) the improvement of the safety condition of water resources by installing deep water warning signs and water rescue equipment increased the water safety to the communities and enabled the communities to develop the water accident prevention and control measures in accordance with the drowning prevention recommendations of the Bureau of Non-Communicable Diseases, Department of Disease Control; 2) the implementation of the water accident prevention and control measures at community level based on the 6 principles: policy, organization management, planning, participations, performance measurement, and performance auditing helped communities systemically in developing water accident prevention and control measures and supported the communities to provide the water accident prevention and control policy, to allocate responsibilities and operational plan, to encourage prevention and control participation, and to perform measurement and auditing. Additionally, the participation manual of the water accident prevention and control standardization was developed for used in Kho Thong subdistrict communities.
