Development of the Public Health Action Plan Management System, Buriram Province

Abstract

This research and development study aimed to develop and evaluate the effectiveness of the Public Health Action Plan Management System in Buriram province. The study was conducted from June 2023 to May 2024 and consisted of three phases: 1) analyzing problems from four key factors: personnel, tools, budget, and management, 2) developing and implementing the system, and 3) evaluating outcomes and success factors. The samples were 103 individuals responsible for public health tasks at the provincial and district levels. Data were collected through qualitative questionnaires, the district-level online project planning system (E-Plan), and satisfaction surveys and were analyzed using descriptive statistics and content analysis. The developed system, known as the Buriram Provincial Public Health Office Action Plan Management System (BRO-Action Plan Management System), included the following components: 1) setting shared goals by strategic implement, 2) creating action plans using the E-Plan system, 3) assigning responsibilities to plan managers at all levels, 4) executing the action plans, and 5) monitoring and evaluating progress. The results showed that 3,106 plans were created, with 41.50% being strategic plans aligned with health strategies and 44.95% of the fund budget. The system eliminated 100% of planning errors and losses. Overall satisfactions among plan managers were at a high level, with the highest satisfaction in the system's format, which allowed tracking plan status (100%). Success factors included support from executives, the integration of technology into management, and plan managers serving as mentors to facilitate understanding in action planning. In conclusion, the action plan management system reduced work redundancy and supported achieving strategic health goals.
