THE DEVELOPMENT OPERATIONAL STRATEGIES TO GUIDELINES FOR EVELOPING SPORTS EXCELLENCE IN SCHOOLS OF THE SPORTS DREAM PROJECT IN THAILAND'S SOUTHERN BORDER PROVINCES

Abstract
This research aimed to: 1) develop operational strategies to guidelines for developing sports excellence in schools participating in the Sports Dream Project in southern border provinces, and 2) evaluate these strategies. Using research and development methodology, the study was conducted in three phases: environmental study and strategy drafting through interviews with 42 informants; review and confirmation of draft strategies through focus groups with 12 experts; and strategy evaluation by 15 specialists. Research instruments included semi-structured interviews, focus group guidelines, and assessment forms. Data were analyzed using content analysis, means, and standard deviations.
The finding of developing strategic framework included a vision statement "Sports Dream Project schools develop sports through systematic integration of education and athletics to build stability and sustainability" with 3 missions, 3 objectives, and 8 strategies: (1) developing quality athletes and desirable characteristics; (2) enhancing capacity of educational personnel; (3) promoting educational cooperation; (4) supporting to develop sport to athletic excellence; (5) facilitating regional competition participation; (6) supporting national competition participation; (7) promoting capacity development for sports personnel; and (8) establishing collaborative networks to sport organizations. The evaluation strategy result showed that the vision, missions, objectives, and strategies achieved the highest accuracy, appropriateness, feasibility, and utility levels.
