บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนากลยุทธ์การดำเนินงานตามแนวทางการพัฒนากีฬาเป็นเลิศของกลุ่มโรงเรียนโครงการสานฝันการกีฬาสู่ระบบการศึกษาจังหวัดชายแดนใต้ และ 2) ประเมินกลยุทธ์ที่พัฒนาขึ้น การวิจัยใช้ระเบียบวิธีวิจัยและพัฒนา ดำเนินการใน 3 ระยะ คือ 1) ศึกษาสภาพแวดล้อมและยกร่างกลยุทธ์ โดยสัมภาษณ์ผู้ให้ข้อมูลหลัก 36 คน และผู้อำนวยการโรงเรียน 6 คน 2) ทบทวนและยืนยันร่างกลยุทธ์ โดยสนทนากลุ่มผู้เชี่ยวชาญ 12 คน และ 3) ประเมินกลยุทธ์โดยผู้ทรงคุณวุฒิ 15 คน เครื่องมือวิจัยประกอบด้วยแบบสัมภาษณ์กึ่งโครงสร้าง แนวทางการสนทนากลุ่ม และแบบประเมินกลยุทธ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการพัฒนากลยุทธ์ พบว่า วิสัยทัศน์ "โครงการสานฝันการพัฒนากีฬาด้วยการบูรณการด้านการศึกษาและกีฬาอย่างเป็นระบบเพื่อสร้างความมั่นคงและยั่งยืน" มีพันธกิจ 3 ข้อ เป้าประสงค์ 3 ข้อ และกลยุทธ์ 8 ข้อ ประกอบด้วย (1) พัฒนานักกีฬาให้มีคุณภาพและคุณลักษณะอันพึงประสงค์ (2) พัฒนาศักยภาพบุคลากรด้านการศึกษา (3) ส่งเสริมความร่วมมือด้านการศึกษาทุกภาคส่วน (4) สนับสนุนการพัฒนานักกีฬาสู่ความเป็นเลิศ (5) สนับสนุนนักกีฬาเข้าร่วมแข่งขันระดับภาค (6) สนับสนุนนักกีฬาเข้าร่วมแข่งขันระดับประเทศ (7) ส่งเสริมบุคลากรทางการกีฬาพัฒนาศักยภาพ และ (8) สร้างเครือข่ายความร่วมมือกับองค์กรทางการกีฬา และผลการประเมินกลยุทธ์ พบว่า วิสัยทัศน์ พันธกิจ เป้าประสงค์ และกลยุทธ์ มีความถูกต้อง เหมาะสม เป็นไปได้ และเป็นประโยชน์ในระดับมากที่สุด
