รายงานผลการปฏิบัติงานการพัฒนาเครือข่ายห้องปฏิบัติการตรวจยืนยันการติดเชื้อไวรัสตับอักเสบ ซี มีวัตถุประสงค์เพื่อให้การบริการเข้าถึงง่ายสอดคล้องกับแนวคิด public health laboratory รองรับการจัดบริการตรวจยืนยันในผู้ที่มีผลคัดกรองเป็นบวก และสนับสนุนการดำเนินงานผลักดันนโยบายของกรมควบคุมโรค ประกอบไปด้วย 3 ระยะ ได้แก่ ระยะที่ 1 นำร่อง ระยะที่ 2 พัฒนาการให้บริการ และระยะที่ 3 ขยายผล โดยสนับสนุนน้ำยาสำหรับตรวจหาปริมาณไวรัสตับอักเสบ ซี จำนวน 10,796 tests งบประมาณ 12.5 ล้านบาท ระหว่างปี พ.ศ. 2565-2567 รวมทั้งสนับสนุนการพัฒนาศักยภาพ ให้คำปรึกษา และการประกันคุณภาพทางห้องปฏิบัติการ ผลการดำเนินงาน มีเครือข่ายเพิ่มขึ้นจาก 10 หน่วยงาน ในปี พ.ศ. 2565 เป็น 52 หน่วยงาน ในปี พ.ศ. 2567 และข้อมูลจากสำนักงานหลักประกันสุขภาพแห่งชาติ พบว่า มีการเปิดให้บริการเพิ่มขึ้นจาก 23 แห่ง ในปี พ.ศ. 2564 เป็น 399 แห่ง ในปี พ.ศ. 2567 เพิ่มขึ้นมากกว่า 17 เท่า และจำนวนการให้บริการจาก 1,182 ครั้ง ในปี พ.ศ. 2564 เพิ่มเป็น 26,667 ครั้ง ในปี พ.ศ. 2567 ซึ่งเพิ่มขึ้นมากกว่า 22 เท่า หลังจากมีการเริ่มดำเนินการ ต่อมาในปี พ.ศ. 2568 ได้มีการสำรวจการเปิดบริการตรวจยืนยันไวรัสตับอักเสบเพิ่มเติม ผู้ตอบแบบสำรวจ 159 แห่ง หลังจากตรวจสอบแล้วมีทั้งหมด 75 แห่ง 56 จังหวัด ที่เปิดให้บริการตรวจเอง ได้แก่ (1) ให้บริการตรวจยืนยันการติดเชื้อไวรัสตับอักเสบ บี และ ซี 60 แห่ง 48 จังหวัด (2) ให้บริการตรวจยืนยันไวรัสตับอักเสบ บี 2 แห่ง 2 จังหวัด และ (3) ให้บริการตรวจยืนยันไวรัสตับอักเสบ ซี 13 แห่ง 11 จังหวัด ข้อจำกัดของการดำเนินงาน คือ ภาระค่าใช้จ่าย กระบวนการจัดซื้อจัดจ้าง ระบบการส่งต่อ และระบบการเบิกจ่ายชดเชยค่าบริการ ดังนั้น ควรมีการพัฒนาระบบส่งต่อตัวอย่าง พัฒนาศักยภาพบุคลากร สนับสนุนงบประมาณ และรณรงค์ประชาสัมพันธ์อย่างต่อเนื่อง เพื่อให้บรรลุเป้าหมายการกำจัดไวรัสตับอักเสบในปี พ.ศ. 2573
