Community Empowerment Model for Participating in Local Health Security Fund of Non Sa-ard Sub-district, Sriboonrueng District, Nong Bua Lamphu Province

Abstract

This Action research aimed to study community empowerment model for participation in local fund health security of Non Sa-ard Sub-district, Sriboonrueng district, Nong Bua Lamphu province. Participants were from three operational sectors including local government, private sector and public, group with 60 participants in total. Each of the 60 candidates were interviewed using the same questionnaire structured to specifically provide qualitative feedback. The data generated from the questionnaires were collected for descriptive statistics, percentage, mean, standard deviation Paired t-test and content analysis. The study showed that the empowerment process of the community to create participation in Local Fund Health Security of Non Sa-ard Sub-district consisted of 12 elements; 1) Data collection 2) Studying the context of the fund 3) Workshop 4) Establish sub-district health development committee. 5) Select community empowerment model. 6) Implement action plan form. 7) Follow plan 8) Follow up 9) Evaluation 10) Exchange forum 11) Comparison of operating results 12) Conclude. There were six components of community-based health insurance: 1) Community health fund 2) Public engagement and continuous follow up 3) Good coordination 4) Team building 5) Exchange forum 6) Creating a Network Party. The structured process resulted in more efficient community health problem solving, where the local population had aeccessed to health services that were developed by the community, for the community having actively participated in the development process Local Fund Health Security of Non Sa-ard Sub-district. In conclusion, the Community Empowerment Model for Participation in Local Fund Health Security of Non Sa-ard Sub-district required a significant community health commitment from village leaders who focus on the health of the area and engage in a participatory learning network
