An Evaluation on District Health System in Trat Province: A case study of Klamngob District, Trat Province

Abstract

This research intended to evaluate the effectiveness of the District Health System in Trat Province by qualitative study. The study adapted tufflebeam’s CIPP Model to analyze the context, input resource, internal process and the output. Data was collected through report and direct interview of 24 main reporters and a survey of recognition and perception of 30 health personel in subdistrict health center of Klamngob District, Trat province. Data was collected between 1 October to 31 December 2017.The data was analyzed through content analysis and descriptive analysis. The research revealed that: 1) 80% of District health system committee, public health administrator and local administrator accepted that the project was appropriate with the government’s policy and community requirement. 2) The project advantage was the community participation management through planning, implementation, project budgeting and evaluation. 3) The project had a hierarchical line of management through provincial and district level. The participants were well-prepared with proper job assignment through brainstorming and panel discussion. The Internal process was well-shaped with continuous conduction and supervision. Recognition that the local administration body was the main organization for budgeting and intersectoral collaboration for community health problem activity. Besides, District health networking had drawn plan for health promotion and health prevention and control for diseases and health hazard of community .In summary the Government sector, Local Administrative bodies and the community agreed that the district health system was suitable and beneficial to the community. The community was provoked to awareness and realize in participating in the prevention and control of the community health problem. The project should be continued perform.
