Performance Analysis on Safety Activities Implementation of Thailand Institute of Occupational Safety and Health (Public Organization)

The purposes of this research were to study 1) problems, difficulties, and 2) performance of safety activity implementation in the aspects of input, process and outcome factors of Thailand Institute of Occupational Safety and Health (Public Organization) or TOSH. The data was collected using purposive sampling which consisted of 3 groups of people affiliated with safety activities; 1) 4 TOSH staffs, 2) 6 safety network staffs which are 2 persons from Department of Labour Protection and Welfare and 2 persons from Office of Occupational Safety and Health area 12 Songkla province and 2 persons of Southern Safety Officer and 3) 5 safety activity participants. Semi - structured interview questions were used for TOSH staff and safety network staffs and for safety activity participants. The collected data were analyzed by Descriptive analysis using content analysis and interpretation and triangulation technique were applied to examine the reliability of the data. The research findings were as follow: 1) The problems and difficulties in TOSH’s performance were lacking of a good public relation, manpower, budgets, travel cost and the difficulty in safety network meeting appointment making, resulted in data preparations and meeting attendances. Furthermore, a few dominant ideas in the meeting and safety activity participants’ travel unauthorized difficulty were also found. 2) The TOSH’s performance considered to be effective given the obstacles and limitations faced. TOSH staffs were aware of procedures and processes, were able to achieve the goals as planned, participated in the network meeting and safety activities and satisfied and required annual activities. It is recommended that TOSH allocated resources both manpower and budget, determined safety as core value and set standard for business establishments. In addition, TOSH should seek an effective and flexible manpower plans, coordinate inter-department cooperation and focused on overall participations.
