คุณภาพบริการสุขภาพปฐมภูมิของบุคลากรสุขภาพในโรงพยาบาลส่งเสริมสุขภาพตำบล หลังถ่ายโอนภารกิจให้แก่องค์การบริหารส่วนจังหวัดกาฬสินธุ์

การถ่ายโอนโรงพยาบาลส่งเสริมสุขภาพตำบลให้แก่องค์การบริหารส่วนจังหวัด เป็นการการกระจายอำนาจสู่ท้องถิ่นที่มีผลต่อการส่งมอบบริการให้แก่ประชาชนในท้องถิ่น การวิจัยนี้มุ่งศึกษาคุณภาพบริการสุขภาพปฐมภูมิของบุคลากรสุขภาพในโรงพยาบาลส่งเสริมสุขภาพตำบลหลังถ่ายโอนภารกิจให้แก่องค์การบริหารส่วนจังหวัดกาฬสินธุ์ ศึกษาในประชากรทั้งหมด ที่เป็นบุคลากรสุขภาพจำนวน 206 คน ในโรงพยาบาลส่งเสริมสุขภาพตำบล จำนวน 51 แห่ง รวบรวมข้อมูล โดยใช้แบบสอบถามที่ผู้วิจัยพัฒนาขึ้นเอง โดยประยุกต์ใช้แนวคิดประเมินคุณภาพของ โดนาบีเดียน ประกอบด้วย 3 ส่วน คือ 1) ข้อมูลคุณลักษณะส่วนบุคคล 2) คุณภาพบริการ 3 ด้าน คือ โครงสร้าง กระบวนการ และผลลัพธ์ ได้แก่ ความพึงพอใจของบุคลากรต่อการปฏิบัติงานของตนเอง และ 3) ความคิดเห็นและข้อเสนอแนะเพื่อพัฒนาคุณภาพบริการ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่ามัธยฐาน ค่าเฉลี่ย ค่าพิสัย สำหรับข้อมูลจากข้อคิดเห็นและข้อเสนอแนะเพื่อการพัฒนาคุณภาพบริการ สรุปโดยการจัดกลุ่ม และแจกแจงความถี่
ผลการศึกษาพบว่า ภายหลังการถ่ายโอนภารกิจให้แก่องค์การบริหารส่วนจังหวัดกาฬสินธุ์ คุณภาพบริการโดยรวมของบุคลากรในโรงพยาบาลส่งเสริมสุขภาพตำบลอยู่ในระดับมาก (M = 3.73, SD = .43) จำแนกเป็นด้านกระบวนการอยู่ในระดับมาก (M = 3.88, SD = .59) ด้านโครงสร้างอยู่ในระดับปานกลาง (M = 3.58, SD = .47) และด้านผลลัพธ์ ความพึงพอใจของบุคลากรต่อการปฏิบัติงานอยู่ในระดับมาก (M = 3.86, SD = .47)
ผลการวิจัยนี้ สามารถใช้เป็นข้อมูลพื้นฐานสำหรับหน่วยงานที่เกี่ยวข้องในการจัดบริการ วางแผนพัฒนาคุณภาพบริการของโรงพยาบาลส่งเสริมสุขภาพตำบล และมีข้อเสนอแนะในการปรับปรุงโครงสร้าง และการพัฒนาศักยภาพบุคลากร
