การพัฒนารูปแบบการจัดการอาหารปลอดภัยสำหรับผู้สูงอายุในชุมชน: กรณีศึกษา เทศบาลตำบลหนองหาร อำเภอสันทราย จังหวัดเชียงใหม่

อาหารปลอดภัยเป็นปัจจัยหลักของสุขภาพมนุษย์ ความปลอดภัยด้านอาหารนับเป็นความรับผิดชอบร่วมของทุกภาคส่วน งานวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการจัดการอาหารปลอดภัยสำหรับผู้สูงอายุโดยการมีส่วนร่วมของชุมชน ด้วยการบูรณาการแนวคิดกระบวนการส่วนร่วม (AIC) ควบคู่กับแนวคิดการบริหารจัดการยุคใหม่ โดยใช้กรอบแนวคิด “ต้นน้ำ-กลางน้ำ-ปลายน้ำ” ในการวางโครงสร้างการจัดการ ดำเนินการในพื้นที่เขตเทศบาลตำบลหนองหาร อำเภอสันทราย จังหวัดเชียงใหม่ กลุ่มผู้ให้ข้อมูลประกอบด้วยผู้มีส่วนเกี่ยวข้องในการจัดการอาหารปลอดภัยจำนวน 36 คน ได้แก่ ผู้สูงอายุ ผู้ดูแล แกนนำชุมชน ผู้ประกอบการร้านค้าอาหาร เกษตรกรอินทรีย์ และตัวแทนบุคลากรจากองค์กรปกครองส่วนท้องถิ่นและหน่วยบริการสาธารณสุขของรัฐ ซึ่งถูกคัดเลือกแบบเจาะจง เก็บข้อมูลผ่านกระบวนการ AIC ประกอบด้วย 6 ขั้นตอน ได้แก่ การวิเคราะห์สถานการณ์ปัจจุบัน วาดภาพอนาคตที่พึงประสงค์ การจัดลำดับความสำคัญ ร่างแนวทางการดำเนินงาน พัฒนารูปแบบร่วมกับผู้มีส่วนได้ส่วนเสีย และการนำเสนอผลการวิจัยต่อชุมชนและหน่วยงานที่เกี่ยวข้อง วิเคราะห์ข้อมูลโดยใช้วิธีวิเคราะห์เชิงเนื้อหาและแก่นสาระ
ผลการศึกษาพบว่า รูปแบบการจัดการอาหารปลอดภัยสำหรับผู้สูงอายุประกอบด้วยองค์ประกอบหลัก 3 ระดับของการจัดการ ดังนี้ 1) ต้นน้ำ-การมีส่วนร่วมของภาคีเครือข่ายต่าง ๆ การส่งเสริมแหล่งผลิตอาหารปลอดภัย และการเฝ้าระวังควบคุมคุณภาพ 2) กลางน้ำ-เกี่ยวข้องกับกระบวนการมีส่วนร่วมในการผลิตและแปรรูปอาหารผ่านการแบ่งปันและเผยแพร่ความรู้ และการพัฒนาระบบความปลอดภัยด้านอาหารในระดับท้องถิ่นอย่างครอบคลุม และ 3) ปลายน้ำ-เน้นการประเมินผล การติดตาม และการส่งเสริมการบริโภคอาหารที่ปลอดภัยสำหรับผู้สูงอายุ โดยผู้มีส่วนได้ส่วนเสียทุกภาคส่วนเข้ามามีส่วนร่วมอย่างแข็งขัน
ข้อค้นพบชี้ให้เห็นว่า การส่งเสริมความร่วมมือระหว่างครอบครัว ชุมชน และหน่วยงานท้องถิ่น เป็นสิ่งสำคัญในการสร้างสิ่งแวดล้อมอาหารที่ปลอดภัยสำหรับผู้สูงอายุ และหน่วยงานที่เกี่ยวข้องควรนำผลการวิจัยนี้ไปประยุกต์ใช้ โดยจัดโครงการที่ระบุกิจกรรมที่สอดคล้องกับบริบทชุมชนให้เป็นรูปธรรมชัดเจน เพื่อผลลัพธ์เชิงประจักษ์ต่อไป
