Abstract

Participatory action research To develop a model for supervising and evaluating performance according to the policy of the Narathiwat Provincial Public Health Office. With a participatory process and to study the effectiveness of the supervision model and evaluation of the implementation of the 5 disease group 5 promotion 5 support policy of the Narathiwat Provincial Public Health Office. With a participatory process, the operation was carried out in 2 steps: Step 1: Development of a model for supervising and evaluating policies of the Narathiwat Provincial Public Health Office. The samples were 23 executives, group heads/heads of departments and supervisors in charge of Narathiwat Provincial Public Health Office. Data were collected using AIC technique. Step 2: Study the effectiveness of the supervision and evaluation model. The sample is Executives of the Narathiwat Provincial Public Health Office Executives of the District Public Health Office Executives of general hospitals The samples were 183 administrators of community hospitals and administrators of sub-district health promoting hospitals. Policy Communication Questionnaire policy governance Policy evaluation and satisfaction Tool Quality Check by experts to verify the authenticity of the content Cronbach's alpha coefficient between 0.7 – 0.8 was obtained. Data were analyzed using a packaged program. Descriptive statistics were used including percentage, mean and standard deviation. The research found that the supervisory and evaluation model consisted of area based, agenda based, and function based. Scoring results were set into 5 levels by using a spider diagram to summarize the results of civil service supervision. As a result, the recipient of the civil service supervision Understand the evaluation results according to the indicators of 5 disease groups 5 promotion 5 support in a single chart and know the guidelines for developing the indicator results for 5 disease groups 5 promotion 5 support to be successful. While the results of the research on the effectiveness of the supervision and evaluation of the implementation of the policy 5 disease groups 5 support 5 support of the Narathiwat Provincial Public Health Office. With a participatory process It was found that the executives had the following opinions: 1) The provincial health office's policy communication style. There were opinions at        a high level (M = 3.87, SD. = .80). 2) Policy governance model Narathiwat Provincial Public Health Office had opinions at a high level (M = 3.82, SD. = .71) and 3) Policy evaluation model. Narathiwat Provincial Public Health Office has opinions at a high level (M = 3.96, SD. = .79). Assessment of satisfaction with the model for supervising and evaluating the performance according to the policy 5 disease groups 5 promotion  5 support using the Spider Diagram found that local executives Satisfaction was at a high level (M = 3.94, SD. = .72).
