Study of the Health Service System, Employment of The Elderly, and Social Welfare System for the Aging Society in Thailand: A Case Study in Chanthaburi Province

Abstract

Background: The birth rate has been declining while the elderly are living longer. Thus, the elderly population has continued rising to the point of reaching a complete aging society. The key issues of elderly people are the degeneration of their body functions, poverty, and living alone. The care for the elderly involves many public sector organizations. Therefore, the study of the functional relationship of the organizations involved aims to find an effective caring approach for the elderly people.


Objective: This research aims to study the health service system, employment of the elderly, and the social welfare system for the aging society in Thailand.


Materials and methods: This study was a qualitative research study; it was conducted from October 2018 to May 2019. The 20 key informants were 6 administrators, 4 staff members, and 10 elderly people and care givers. The data were collected by in-depth interviews and content analysis.


Results: Health service system, promoting well-being by self-care, focusing on primary care services and a referral system. Home health care service, proactive health care service for the dependent elderly. The local government and the public sector network participated in the well-being of the elderly people, supported by the government. The employment system, setting rules for hiring the elderly in the formal and informal sectors, setting the environment, the time, and the working hours for suitable elderly working conditions, and proposing the law to protect elderly workers. Promoting the income deposition for the retirement period. The social welfare, promoting the elderly relationships within the family. The community would have a major role in elderly care. The local government should manage the National Health Security Office budget for the dependent elderly. They should receive survival expenses and other social welfare benefits according to the law.


Conclusion: The results can be applied for the care of the elderly people including the health, economic, and social contexts. The variety of each community where the elderly people live, should be considered in order to support their lives with jobs, income, and self-esteem promoting a good quality of life.
