Abstract

This cross-sectional descriptive study aimed to examine the effects of holistic intelligence and learning organization on primary healthcare service quality standard development among directors of sub-district health promoting hospitals in Udon Thani Province. The sample consisted of 195 directors, selected through simple random sampling. The research instrument was a questionnaire with content validity verification and reliability coefficient of 0.97. Data were analyzed using descriptive statistics, Pearson's correlation coefficient, and stepwise multiple linear regression analysis. The results revealed high correlations between overall holistic intelligence and learning organization with primary healthcare service quality standard development (r = 0.793, p-value < 0.001 and r = 0.802, p-value < 0.001, respectively). Five variables were found to collectively predict primary healthcare service quality standard development: mental models dimension of learning organization, emotional intelligence, team learning dimension of learning organization, digital intelligence, and moral and ethical intelligence, accounting for 74.6% of the variance (R²adj = 0.746). Relevant agencies should develop capacity-building plans for sub-district health promoting hospital directors in both holistic intelligence and learning organization aspects through capability development planning and inter-organizational learning network establishment to enhance primary healthcare service quality standards effectively.
