การพัฒนารูปแบบการดำเนินงานสาธารณสุขในพื้นที่ตามบทบาทของ สำนักงานสาธารณสุขอำเภอภายหลังการถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบล ไปยังองค์การบริหารส่วนจังหวัด

การวิจัยเชิงประเมินผลเพื่อศึกษาสภาพปัญหา พัฒนารูปแบบ และประสิทธิผลของการดำเนินงานสาธารณสุขในพื้นที่ตามบทบาทของสำนักงานสาธารณสุขอำเภอภายหลังการถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบลไปยังองค์การบริหารส่วนจังหวัด กลุ่มตัวอย่าง คัดเลือกแบบเจาะจง ได้แก่ เจ้าหน้าที่สาธารณสุขที่ปฏิบัติงานในสำนักงานสาธารณสุขอำเภอที่มีการถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบลไปยังองค์การบริหารส่วนจังหวัด 88 คน ประกอบด้วย 1) สาธารณสุขอำเภอ 11 คน และ 2) ผู้ที่ปฏิบัติงานในสำนักงานสาธารณสุขอำเภอ 77 คน เก็บข้อมูลจากการศึกษาเอกสาร จากแบบสอบถาม แบบสัมภาษณ์ การสนทนากลุ่ม และการอภิปรายกลุ่ม ระหว่างเดือนกันยายน - ธันวาคม พ.ศ. 2567 วิเคราะห์ข้อมูล ด้วยสถิติเชิงพรรณนา และการวิเคราะห์เนื้อหา
ผลการศึกษา พบว่า รูปแบบประกอบด้วยการพัฒนาความร่วมมือระหว่างสำนักงานสาธารณสุขอำเภอกับองค์การบริหารส่วนจังหวัด ให้มีการประเมินความต้องการด้านสุขภาพของประชาชนอย่างต่อเนื่อง เพื่อนำมาวิเคราะห์ปัญหา สร้างความเข้าใจที่ตรงกัน และมีการประเมินผลการดำเนินงานและรายงานตัวชี้วัดให้หน่วยงานที่เกี่ยวข้องทราบ ซึ่งสำนักงานสาธารณสุขอำเภอจะปรับบทบาทเน้นไปในด้านของการประสานงานและสนับสนุนข้อมูลวิชาการสุขภาพ นำมาซึ่งกระบวนการ NAKHON Model ผลการประเมินประสิทธิผลของรูปแบบ อยู่ในระดับมาก (M= 2.75, SD.= 0.60)
ข้อเสนอแนะจากผลการวิจัย ควรผลักดันรูปแบบดังกล่าว เป็นข้อเสนอเชิงนโยบายนำไปปรับใช้ตามบริบทของแต่พื้นที่ในการดำเนินงานต่อไป
