Abstract

This study aims to analyze and recommend strategies for mitigating academic plagiarism in the development of scholarly works for professional progression among civil servants within the Ministry of Public Health, Thailand. The research utilizes documentary analysis and knowledge synthesis from pertinent academic literature, alongside the author's professional expertise in academic development and evaluation. The results demonstrate that plagiarism, encompassing direct copying, incorrect paraphrasing, insufficient citation, or self-plagiarism, continues to pose a substantial challenge that compromises academic integrity and professional credibility. A thorough and coordinated approach is necessary to properly address this issue. The proposed guidelines underscore three interconnected dimensions: (1) educational initiatives to raise awareness of plagiarism and encourage appropriate citation practices; (2) institutional policies that delineate explicit regulations, enforcement mechanisms, and ethical standards; and (3) the utilization of technological tools to facilitate plagiarism detection and prevention. The study underscores the significance of cultivating a culture of academic integrity and promoting original writing techniques, such as critical thinking, proper paraphrasing, and precise citing. These integrated initiatives aim to enhance the quality, transparency, and credibility of academic work while fostering sustainable professional development in the public sector.
