กรอบแนวทางเชิงนโยบายเพื่อการจัดการการท่องเที่ยวเชิงนิเวศโดยชุมชนในพื้นที่ชุ่มน้ำแก่งละว้า จังหวัดขอนแก่น

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของชุมชน การส่งเสริมจากหน่วยงานที่เกี่ยวข้องและเสนอแนะกรอบแนวทางเชิงนโยบายเพื่อการจัดการการท่องเที่ยวเชิงนิเวศโดยชุมชนในพื้นที่ชุ่มน้ำแก่งละว้า จังหวัดขอนแก่น ใช้วิธีการวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึก จำนวน 31 ราย ประกอบด้วยชุมชน จำนวน 20 ราย หน่วยงานภาครัฐ จำนวน 8 ราย และภาคเอกชน จำนวน 3 ราย
ผลการศึกษาพบว่า การมีส่วนร่วมของชุมชนในกระบวนการจัดการการท่องเที่ยวเชิงนิเวศยังมีข้อจำกัด โดยเฉพาะในระดับการตัดสินใจและการปฏิบัติในการมีส่วนร่วมอย่างแท้จริง นอกจากนี้ การสนับสนุนจากหน่วยงานที่เกี่ยวข้องแม้ว่าจะมีในหลายด้าน เช่น การอนุรักษ์สิ่งแวดล้อม วัฒนธรรม และการสร้างเศรษฐกิจชุมชน แต่ยังขาดกรอบแนวทางเชิงนโยบายในระดับพื้นที่ที่ชัดเจน ท้ายที่สุดเพื่อให้เห็นถึงการทำงานความร่วมมือ การประสานแผนของแต่ละหน่วยงานที่มีส่วนเกี่ยวข้องและความครอบคลุมของมิติการพัฒนาเชิงพื้นที่ จึงได้นำเสนอกรอบแนวทางเชิงนโยบาย 6 กรอบ ได้แก่ (1) การบริหารจัดการแบบมีส่วนร่วม (2) การพัฒนาทักษะและความสามารถของชุมชน (3) การกระจายผลประโยชน์อย่างทั่วถึง (4) การประเมินและเรียนรู้ร่วมกัน (5) การปลูกจิตสำนึกและเสริมอัตลักษณ์ท้องถิ่น และ (6) การสร้างเครือข่ายความร่วมมือ ซึ่งสามารถเป็นประโยชน์ต่อผู้กำหนดนโยบายในการตัดสินใจและการวางแผนด้านการท่องเที่ยวเชิงนิเวศโดยชุมชนของพื้นที่ชุ่มน้ำแก่งละว้า จังหวัดขอนแก่น
