การพัฒนากลยุทธ์การดำเนินงานป้องกันการติดเชื้อเอชไอวี ไวรัสตับอักเสบ และโรคติดต่อทางเพศสัมพันธ์แบบบูรณาการ จังหวัดยโสธร

งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนากลยุทธ์การดำเนินงานป้องกันการติดเชื้อเอชไอวี ไวรัสตับอักเสบ และโรคติดต่อทางเพศสัมพันธ์ เป็นการวิจัยเชิงปฏิบัติการ มี 4 ขั้นตอน ได้แก่ (1) การวางแผน (2) การปฏิบัติการ (3) การสังเกตการณ์ และ (4) การสะท้อนผล ตัวอย่างเป็นกลุ่มประชากรหลักและเป็นผู้มีส่วนได้ส่วนเสียในพื้นที่จังหวัดยโสธร ผลการศึกษาพบว่า กลยุทธ์การดำเนินงาน มี 7 องค์ประกอบ โดยใช้ 5 กลไกหลักในการขับเคลื่อน ผลจากการนำกลยุทธ์ที่พัฒนาขึ้นไปสู่การปฏิบัติในพื้นที่พบว่า กลุ่มประชากรหลักเข้าถึงการตรวจคัดกรองเพิ่มขึ้น ผู้ติดเชื้อได้รับการส่งต่อเข้าสู่การรักษาและได้รับการรักษาอย่างมีคุณภาพเพิ่มขึ้น ผู้ที่มีส่วนได้ส่วนเสียมีส่วนร่วมและมีความพึงพอใจต่อกลยุทธ์ที่พัฒนาขึ้น อย่างไรก็ตาม ถึงแม้การดำเนินงานตามเป้าหมาย 95-95-95 ตามนโยบายของกระทรวงสาธารณสุข สามารถทำได้ดีขึ้นแต่ยังต่ำกว่าเป้าหมาย เป็นโอกาสพัฒนาในลำดับต่อไป โดยเน้นประเด็นการลดการตีตราและเลือกปฏิบัติที่เกี่ยวเนื่องกับเอชไอวี/เอดส์ และการจัดบริการที่สอดคล้องกับบริบทของกลุ่มเป้าหมาย
