This action research aimed to develop strategies for preventing HIV, hepatitis, and sexually transmitted infections (STIs). The research consisted of four stages: (1) planning, (2) action, (3) observation, and (4) reflection. The sample consisted of key populations and stakeholders in Yasothon Province. The study identified that the strategy comprises seven components driven by five main mechanisms. The implementation of the strategy revealed that key populations had increased access to screening. Infected individuals were referred for treatment and received higher-quality care. Stakeholders actively participated and expressed satisfaction with the developed strategy. However, while progress toward the 95-95-95 targets set by the Ministry of Public Health has improved, it remains below the goal. This presents an opportunity for further development, with a focus on reducing stigma and discrimination related to HIV/AIDS and delivering services tailored to the context of key populations.
