EFFECT OF HIV PREVENTION SERVICES AMONG PEOPLE WHO INJECT DRUGS OF HARM REDUCTION POLICY

Effect of HIV prevention services among people who inject drugs of Harm Reduction Policy, the objective of this study was to evaluate the effectiveness of HIV prevention services among people who inject drugs of Harm Reduction Policy. This study mainly used qualitative research tools by reviewing relevant documents and collecting data with four focus groups discussion in a sample of 37 government and civil society workers serving people who inject drugs. The results of the HIV prevention services provided, the service was provided in four categories: (1) Education it was found that there were differences in the knowledge sets in giving advice from government and civil society sectors in the content issue and there is no knowledge of the material for people who inject drugs in the prevention of HIV infection. Therefore, the knowledge package, media, equipment and information distribution channels should be prepared to suit the target group. (2) Voluntary Counseling and Testing have an action but there is still a lack of information linkage between the government and civil society sectors, and between government sectors together. (3) Support to use clean needles and injection devices, there are legal restrictions that are not conducive to operation. Including attitudes and understanding of operators at all levels. And (4) Support to use a condom, there is operation anywhere. However, it was found that the constraints or obstacles in the provision of services, namely content, knowledge packs, media and information dissemination channels were inappropriate for the target audience, the support to use clean needles and injection devices are still illegal, this included negative attitudes and operational gaps among public health personnel and related agencies. Therefore, this services should enhancing attitudes, understanding and cooperation at all levels. And there are comprehensive links to information, services and treatment among people who inject drugs. Including amendments to the law on advocacy issues, use clean needles and injection devices.
