This cross-sectional predictive research was aimed to investigate supportive factors affecting successful total quality management based on perception of health personnel in government primary care units in Samut Prakan Province. A multi-stage random sampling design was used to recruit 240 subjects. Data were collected by the questionnaire with the reliability coefficient of .92-.99. Data analysis was conducted by using SPSS for Windows, and the results were presented as frequencies, percentages, means, standard deviations, mean percentages, and the stepwise multiple regression analysis was used to predict the success of total quality management (TQM).

Health personnel perceived that they received supportive factors than the average by 80%, in terms of supervisor support, acceptance of TQM, and performance evaluation, and by 73-76% in perception of TQM, efficient team work, and corporate culture. The perception on the success of TQM on the positive side was 72% in all dimensions, and highest on satisfaction of the service by 80.1%. Factors affecting the success of TQM (Y) at the .05 level of significance (P< .05) were perception of TQM (X1) and efficient team work (X2), which could predict 60.6% (R2.606) on the success of TQM (Y=.435X1+.396 X2).

The authors suggest that perception of TQM, and efficient team work should be encouraged and supported to increase the success of TQM in primary care units.
