วัคซีนโควิด-19 : แผนสร้าง “ภูมิคุ้มกันหมู่” กับ “ความกังวลหมู่” ที่เกิดขึ้นในระยะที่ 3 ในประเทศไทย

การระบาดของโรคติดเชื้อไวรัสโควิด 19 (Coronavirus disease 2019, COVID-19) ในประเทศไทยระยะที่ 3 (Phase 3) ช่วงเริ่มต้นในเดือนเมษายน 2564 ซึ่งจากการคำนวณและประเมินทางระบาดวิทยาพบว่าอยู่ในสถานการณ์ที่น่ากังวลไม่น้อย สำหรับประเทศไทยได้มีการเตรียมความพร้อมที่เกี่ยวข้องกับการจัดหาวัคซีนเพื่อให้ประชาชนมีโอกาสเข้าถึงการใช้วัคซีนที่มีความปลอดภัยและมีประสิทธิภาพได้มากที่สุดเท่าที่ศักยภาพของประเทศจะดำเนินการได้แต่ก็ยังเป็นที่กังวลถึงการได้รับการฉีดวัคซีนของประชาชนทั้งในเรื่องความปลอดภัยและจำนวนผู้ที่ได้รับการฉีดวัคซีนในอัตราที่ต่ำเมื่อเทียบกับนานาประเทศ หน่วยงานองค์การปกครองส่วนท้องถิ่น(อปท.) จะสามารถจัดซื้อวัคซีนโควิด-19 บริการประชาชนในท้องถิ่นตนเองได้หรือไม่ จากบทบาทหน้าที่สามารถทำได้ เนื่องจากท้องถิ่นมีอำนาจหน้าที่ในการป้องกัน และระงับโรคติดต่อเพื่อประโยชน์ของประชาชนในท้องถิ่นนั้นๆ แต่มีปัญหาเรื่องความซ้ำซ้อนเข้ามาเกี่ยว ดังนั้นการตีความจะไปขึ้นกับสำนักงานตรวจเงินแผ่นดิน (สตง.) และผลการหารือกับกระทรวงสาธารณสุข
