Scoping in Health Impact Assessment of Songkhla Special Economic Zone Policy

Abstract

This research aims to examine scoping in health impact assessment of Songkhla Special Economic Zone policy. Technical scoping is employed via systematic documentary research and an inductive method to outline the scope of content by the experts. Community scoping is conducted by focus group. Twenty key informants comprise representatives from local people, public sectors, private sectors, organizations, other groups, and those interested in this field. The questionnaire interviews were consisting of the data extraction form and the questions for the focus group. Data were collected by focus group. Data were analyzed by content analytical methods and expert verification.

            The findings indicated that the study's scope covered four aspects: 1) economy includes income, employment, unemployment, career change, land holdings, and land utilization. 2) society refers to population movement, ways of life, labor, criminal, drugs, gambling, tradition, culture, and family problems. 3) environment covers air pollution, dust, sound, odor, vibration, solid waste management, ecosystem and forest changes, water quality, infrastructure system, and transportation. Lastly, 4) health and health service system consists of sickness caused by several diseases such as sexually transmitted diseases, non-communicable diseases, emerging infectious diseases, psychiatric disorders, occupational and environmental diseases, health system management, and accident. The results will be applied to use as guidelines for indicators and tools of health impact assessment of Special Economic Zone policy.
