Abstract

         

The Context Input Process Product (CIPP) Model was used in this qualitative research project to explore the opinions of core-leaders in the no-smoking network to support the ‘Three Millions-Three Years Anti-smoking for King Project.’ Informants were 10 core leaders from no-smoking networks. We conducted in-depth interviews. Data were analysed by using content analysis. Results showed that: 1) Context: objectives of the project were relevant to Thai situation, 2) Input: personnel had the support of the command chain and had cooperation from the no-smoking network. There was capacity building for staff and maintenance of staff in the system. Some materials were not relevant to the needs of staff. The budget for this project were partially supported by the Thai Health Promotion Foundation. Top-down management was used in the government team, while informal coordination was used within no-smoking network, 3) Process: There was a plan to do 4 missions: the motivation mission, the making campaign mission, the creating system and mechanism mission, and the making alliances mission. These missions were followed up by the command chain and through monthly meetings of no-smoking network and visits in the areas where the missions were carried out, 4) Product/Output: The quantitative goal of the project was not yet achieved. However, this project has resulted in changes in attitude of people in society.
