The Study of Social Welfare Management for the Elderly of Local Administrative Organization in Ubon Ratchathani Province

Abstract

Social welfare for the elderly is a crucial service for improving quality of life of Thai senior citizens. The Thai government raises important concerns in the effectiveness of social welfare management. The purpose of this study is to assess the management of social welfare for the elderly by local administrative organization in the Ubon Rathchatani Province, Thailand. The qualitative study was conducted using in-depth interviews among 27 key informants, which included social welfare officers and administrators of the local administrative organization in Ubon Ratchathani province. Data were analyzed by content analysis. From provider perspectives, government agencies provided seniors well with monthly subsistence allowance, free health care services, and recreational activities to their beneficiaries.  On the other hand, welfare services of housing, social security, and social support were inadequate.  Participants indicated that key factors for successful management included strengthening policy, full administrative support, the provision of necessary resources, and good coordination with all relevant stakeholders.  Currently, both traditional and online communication style were used. However, the current level of community participation is another concern; the elderly usually participated only at activities at the enrollment level.  In conclusion, this study findings indicated that local administrative organizations should place more focus on social welfare policy according to their legal responsibilities. In addition, all stakeholders’ participation including community, government agencies, and private organizations are important since they also contribute to the effectiveness of social welfare management.
