Abstract

This study was a qualitative research study aiming to study the opinion of administrators in regional health office 1 – 12. The administrators who are worked as a leader in regional health office, health provincial office, tertiary hospital, general hospital, community hospital, health district office and health promoting hospital in district were selected using multistage sampling method. Thirty-nine administrators were interviewed. The information contents were analysed using descriptive analysis and thematic analysis. 

The opinion of administrator on health personnel’s capacity included 1) systems thinking, 2) data analysis and synthesis, 3) problem planning, 4) quality of working life, 5) manpower frame, 6) adequate and fair compensation, 7) stability and advancement in work, opportunity of personal capacity development, work safety and 8) development of academic and professional knowledge, 9) the skills that need for communication included home visiting, family medicine, primary medical care, patient screening, epidemiology, research and 10) finance and procurement and developing of public health administrative. They also had supported swiftly and adequately budget from the central organization. Furthermore, it should have the human resource development plan. The short course training must concern and it should get follow up. The skills on field work and data analysis and synthesis information should to evaluate the successful of practical in real area.  

According to the consequences, the public health personnel’s skill development may be needed to change in difference from the same to be focusing on short course training and practice skills on working in line areas and follow up the results. This also needs to get counselling from expertise to make more benefit and help to solve the work problems.
