Abstract

This retrospective study was conducted based on historical data of the development model according to the PDCA quality cycle (Deming Cycle) into 4 steps: plan (Plan), perform (Do), check (Check), and improve (Act). The authors conducted a study based on historical documentary data on the development of a model according to the PDCA quality cycle, consisting of 1) agency policy, 2) a summary report, 3) an action plan, and 4) conclusions. Descriptive statistical data analysis was performed using documents and summaries of the meetings. The results showed that the health economic policy implementation model for health and cultural tourism in the situation of the COVID-19 pandemic under public health measures, a case study in the Sandbox of Chiang Khan, Loei Province, according to the development model according to the PDCA quality cycle, can be utilized as a guideline or an alternative strategy in the implementation of the action plan and evaluated for effective operation.
