บทคัดย่อ

การวิจัยเชิงสำรวจนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยส่วนบุคคล ปัจจัยภายในองค์กร และหลักการบริหาร 4 M ที่ส่งผลต่อการปฏิบัติงานของบุคลากรโรงพยาบาลส่งเสริมสุขภาพตำบลในอำเภอท่ามะกาหลังการถ่ายโอนไปองค์การบริหารส่วนจังหวัดกาญจนบุรี กลุ่มตัวอย่าง ได้แก่ บุคลากรของโรงพยาบาลส่งเสริมสุขภาพตำบลในอำเภอท่ามะกา จำนวน 138 คน มีการกำหนดขนาดกลุ่มตัวอย่างโดยใช้โปรแกรม G*Power โดยใช้วิธีการสุ่มแบบกลุ่ม เครื่องมือที่ใช้เป็นแบบสอบถาม ตรวจสอบด้วยผู้ทรงคุณวุฒิ 3 ท่าน มีค่าความสอดคล้องอยู่ระหว่าง 0.67 – 1.00 และตรวจสอบค่าความเที่ยงเท่ากับ 0.974 สถิติที่ใช้ได้แก่สถิติเชิงพรรณนา สหสัมพันธ์แบบเพียร์สัน และสถิติการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน

ผลการวิจัยพบว่า 1)ปัจจัยส่วนบุคคลไม่ส่งผลกับการปฏิบัติงานของบุคลากรโรงพยาบาลส่งเสริมสุขภาพตำบลในอำเภอท่ามะกาหลังการถ่ายโอนไปองค์การบริหารส่วนจังหวัดกาญจนบุรี และ2)ปัจจัยภายในองค์กร (กลยุทธ์และทักษะ) และหลักการบริหาร 4M (เงิน) ส่งผลต่อการปฏิบัติงานของบุคลากรโรงพยาบาลส่งเสริมสุขภาพตำบลในอำเภอท่ามะกาหลังการถ่ายโอนไปองค์การบริหารส่วนจังหวัดกาญจนบุรีอย่างมีนัยสำคัญทางสถิติ 0.05 โดยพิจารณาจากค่าสัมประสิทธิ์การถดถอยมาตรฐาน พบว่าด้านทักษะมีอิทธิพลมากที่สุด (β = 0.360) รองลงมาคือด้านกลยุทธ์ (β = 0.323) และด้านเงิน (β = 0.288) ตามลำดับ ซึ่งสามารถอธิบายความแปรปรวนได้ร้อยละ 68.4

โรงพยาบาลส่งเสริมสุขภาพตำบลควรให้ความสำคัญกับการกำหนดกลยุทธ์ให้สอดคล้องกับวัตถุประสงค์และเป้าหมายขององค์กร รวมถึงสื่อสารกลยุทธ์ให้บุคลากรทราบ เพื่อเป็นการกำหนดเป้าหมายร่วมกัน นอกจากนี้การบริหารบุคลากรจะต้องคำนึงถึงทักษะของแต่ละคน และควรมีการบริหารด้านการเงินอย่างเหมาะสม ใช้ทรัพยากรที่มีอยู่ให้เกิดประโยชน์สูงสุด
