Evaluation of Metropolitan Health and Wellness Institution Projects Under the Department of Health’s Operations, Fiscal Year 2022

Abstract

The objectives of this evaluation research were to: 1) evaluate the metropolitan health and wellness institution projects in relations to department of health operational issues, 2022 and 2) examine relationships between context, input and process that were related to projects’ products using CIPP model, Logic model and 360-degree feedbacks. Data were collected from 3 groups of the total of 474 samples including 107 owners and partners of the projects, 2 administrators and 365 projects’ participants through questionnaires, reports according to KPI’s reports from the expenditure of project budgets. The data were analyzed using descriptive statistics and correlation analysis with Pearson's correlation coefficients.

The results showed that: 1) evaluation of the institution’s projects was found to be at a highest level and received evaluation criteria as required (=4.427, SD=0.610), with projects’ contexts having the highest average score, followed by process, products, and inputs, with average scores ranging from 4.339 to 4.478; 2) administrators’ satisfaction with the project evaluation was at a high level (100%); 3) participants’ satisfaction was at a high level (91.2%); 4) there were 11 projects (73.33%) that achieved performance indicators as compared to the targets; 5) there were 9 projects (60%) that met the budget disbursements target set by the Department of Health; and 6) contexts, inputs and process components were significantly related to products (p-value<0.01) with the same direction of their relationships with a high levels of correlations (with r ranging from 0.797 to 0.838).
