A STUDY OF FACTORS AFFECTING SEXUALLY TRANSMITTED DISEASES PREVENTION AND CONTROL IMPLEMENTED BY THE DIVISION OF AIDS AND STIS DURING 2010-2019

Abstract
The situation of the sexually transmitted infections (STIs) increased from 18.8 in 2014 to 33.8 per hundred thousand population in 2019. This study aimed to assess the effectiveness of prevention and control of sexually transmitted diseases in 2010-2019, and study what is facilitating and obstacle factors affecting the implementation of STIs prevention and control in view of the practitioner. This study used mixed methods; reviewing disseminating documents; and using questionnaires and in-depth interviews with relevant key persons. The qualitative data used content analysis and quantitative data used descriptive statistics; frequency, mean and percentage. All content was compiled to examine and compare, as well as identify key findings and conclusions.
The results of the study showed that the performance of program implementation was low, whereas the STIs rate was tended to increase continuously. The rate of STIs infection has increased in adolescents, more than half of the elderly with syphilis are in late-stage, and migrant workers are the highest rates of STIs compared to all risk groups. The obstacles factors include: STIs program was judged as low priority as shown by reorganization and transfer STIs tasks to integrate with AIDs, frequently rotated of STIs staff, and the newly recruited staffs still have less experience; the budget allocated for the STIs program was reduced; and STIs program was weakening. The facilitating factors include; there was funding support from outside organizations, especially from the international organizations; and strength of the Regional Office of Disease Prevention and Control that have potential structure and experienced staff to provide STIs services.
The recommendation are as follows: establish a National STIs Program structure with the key persons, staff, and adequate resources; and review the STIs prevention and control strategies, design an effective operational plan, and policy recommendations for driving STIs prevention and control program at all levels.
