Abstract

This article critically reviews human resource management (HRM) roles in implementing policies to protect migrant worker rights and welfare. It focuses on migrant workers in labor-intensive and highly vulnerable industries, particularly the seafood and agro-processing sectors, reflecting the complexity of labor issues intersecting with law, human rights, and organizational management. Migrant workers are essential for Thailand’s economy, yet remain vulnerable to exploitation and the denial of basic rights. Results indicate a persistent gap between policy principles and workplace practices, which cannot be bridged solely by state mechanisms, but requires strategic HRM. Roles include being a strategic partner, change agent, human capital developer, employee champion, and systemic advisor. An integrative literature review was employed by selecting the literature based on relevance, recency, and source credibility, and analyzing the data through qualitative content analysis. The review suggests HRM’s potential to adapt international standards and commitments such as International Labour Organization (ILO) conventions and labor protocols into verifiable measures, including multilingual contracts, e-payment systems, and independent grievance mechanisms. HRM also empowers workers and fosters trust, enabling access to rights and remedies. The article argues that HRM should be elevated from technical administration to strategic mechanisms integrating human rights principles and labor governance, driving organizational and supply chain sustainability.
