Factors Associated with Access to Disability Rehabilitation Fund Services for Disabled People in Phon District, Khon Kaen Province

Abstract

A cross-sectional analytical research study was conducted to examine the level of access to disability rehabilitation fund services, the level of support from society and relevant agencies, the level of awareness of health insurance benefits and rights, and factors associated with access to disability rehabilitation fund services in Phon district, Khon Kaen province. The study employed stratified random sampling with 305 participants. Data collection was performed using questionnaires, and statistical analysis included descriptive statistics and inferential statistics through multiple logistic regression analysis.

The findings revealed that the majority of participants were females (56.07%) with an average age of 58.75 years. Most participants had mobility or physical disabilities (59.02%), were single (34.75%), had completed primary education (74.75%), were unemployed (44.92%), and had an average household income of 7,051.20 Baht. The majority received disability allowances (96.07%) and used motorcycles or three-wheeled vehicles for transportations (37.05%), and were with children serving as primary caregivers (37.05%). Access to rehabilitation fund services was rated at a high level (71.48%), support from society and relevant agencies was at a high level (77.7%), and awareness of health insurance benefits and rights was also at a high level (95.08%). Factors significantly associated with service access included: marital status (OR_Adj=2.22, 95%CI=1.12-4.42, p=0.023), high-level of support from families (OR_Adj=2.40, 95%CI=1.03-5.59, p=0.042), high-level of supports from government personnel (OR_Adj=9.24, 95%CI=4.06-21.0, p<0.001), high-level of supports from government agencies (OR_Adj=2.41, 95%CI=1.06-5.49, p=0.036), and high-level of supports from private sector organizations (OR_Adj=2.66, 95%CI=1.35-5.24, p=0.005). The research findings can be utilized to enhance the effectiveness of disability rehabilitation fund service delivery.
