บทคัดย่อ

ระบบ ISO/IEC 17011:2017 ถูกประกาศใช้โดยองค์การระหว่างประเทศว่าด้วยการมาตรฐาน (ISO) และคณะกรรมาธิการระหว่างประเทศว่าด้วยมาตรฐานสาขาอิเล็กทรอเทคนิกส์ (IEC) แทนฉบับเดิม ISO/IEC 17011:2004 เมื่อเดือนพฤศจิกายน พ.ศ. 2560 เป็นความท้าทายระดับประเทศของสำนักมาตรฐานห้องปฏิบัติการ (สมป.) กรมวิทยาศาสตร์การแพทย์ เป็นหน่วยรับรองระบบงานระดับชาติด้านการแพทย์และสาธารณสุข ซึ่งเป็นสมาชิกสามัญที่ลงนามความร่วมมือระหว่างประเทศกับองค์กรระดับภูมิภาคกับ APAC และระดับสากลระหว่างประเทศ ILAC จึงศึกษาเพื่อปรับเปลี่ยนระบบการบริหารงานคุณภาพให้สอดคล้องกับมาตรฐาน ISO/IEC 17011:2017 เพื่อเตรียมรับการตรวจประเมินการเปลี่ยนผ่านภายในระยะเวลา 3 ปี โดยเปรียบเทียบความแตกต่างระหว่างข้อกำหนดตามมาตรฐาน ISO/IEC 17011:2017 กับระบบคุณภาพตามมาตรฐาน ISO/IEC 17011:2004 ที่หน่วยงานใช้ดำเนินงานอยู่เดิม วิเคราะห์ข้อมูลสถานภาพของหน่วยงาน จากนั้นปรับปรุงเอกสารคู่มือคุณภาพ หลักเกณฑ์ เงื่อนไขการรับรองต่าง ๆ และดำเนินการการพัฒนาศักยภาพบุคลากร การพัฒนาระบบสารสนเทศ การประเมินความเสี่ยงด้านผลประโยชน์ทับซ้อน และการวิเคราะห์ข้อมูลสิ่งที่ไม่เป็นตามข้อกำหนดจากกระบวนการรับรองและความคาดหวังของลูกค้า เพื่อกำหนดกิจกรรมที่ต้องวางแผนพัฒนาปรับปรุงให้เติบโตอย่างต่อเนื่อง การดำเนินงานดังกล่าวนี้ได้ส่งผลให้สำนักมาตรฐานห้องปฏิบัติการได้รับการยอมรับจาก APAC ว่ามีระบบบริหารคุณภาพสอดคล้องกับข้อกำหนด ISO/IEC 17011:2017 เป็นผลสำเร็จ เมื่อวันที่ 28 กุมภาพันธ์ พ.ศ. 2563 และสามารถรักษาสถานภาพการเป็นสมาชิกสามัญที่ลงนามความร่วมมือในการตรวจต่ออายุแบบเต็มรูปแบบ ในปี พ.ศ. 2565 ทั้งนี้ข้อมูลที่ศึกษาสามารถนำไปใช้เป็นแนวทางเพื่อวางแผนดำเนินการปรับปรุงองค์กรให้มีระบบคุณภาพเป็นที่ยอมรับในระดับนานาชาติ รวมทั้งส่งเสริมให้เกิดการพัฒนาเศรษฐกิจชีวภาพของประเทศต่อไป
