The Study of Disaster Health Management Model of the Offices in Ministry of Public Health Under Disaster Prevention and Mitigation Plan for Medical and Public Health

Abstract

Objective: To analyzes problems of implementation and overall result with indicators for emergency preparedness and response of WHO guideline on implementation of disaster prevention and mitigation plan for medical and public health of the offices in Ministry of Public Health.

Materials and methods: A qualitative research by using content analysis and typology and taxonomy analysis from reports and disaster prevention and mitigation plans of the offices in Ministry of Public Health divided to all 10 departments and 10 high disaster risk provinces.

Results: The study found the main problems on disaster health management of the health authorities in Ministry of Public Health were incident command structure, roles and responsibilities on disaster health management and response in all hazards, lack of potential personnel on health situation awareness and surveillance system, and lack of efficiency mechanism and integrating guideline for cooperation with related key stakeholders.

Suggestion: The disaster health management should focus on disaster risk reduction with at least 4 missions such as; 1) Compiling and understanding disaster 2) Disaster risk management 3) Investing for disaster management system 4) Disaster preparedness and response plan.
