การพัฒนารูปแบบการบริหารจัดการเชิงยุทธศาสตร์ของกองทุนหลักประกันสุขภาพ เทศบาลตำบลหนองผือ อำเภอเขมราฐ จังหวัดอุบลราชธานี

Abstract

                  The health security fund is one of the health decentralization processes which focuses on the participatory action and mutual learning of the community. Therefore, the Local Fund Health Security of Nongphue Municipal has work with three types which are as 1) Board, 2) Management, and 3) Funds. The results of operations is good but don’t very efficient use of people and management. The purpose of this study is the development model of Local Fund Health Security strategic management in Nongphue Municipal, Khemarat District, Ubon Ratchathani Province. Participants Action Research were based on the committee, subcommittee, and public health personnel totalled 47 people. The chosen purposive sampling technique.  The samples included  229 people and chosen by convenience sampling technique. The quantitative data were collected by interviews form. Statistics used to analyze data were percentage, mean and standard deviation while the content analysis was employed to analyze the qualitative data.

                  The research findings show an analysis of strategic management which were relevant to the issues of the Local Fund Health Security (LFHS). This study showed the NONGPHUE Model which consisted of seven phases: 1) Set up working, 2) Coordinate, 3) Study basic information, 4) Action plan, 5) Implementation of the plan, 6) Check and Estimate, and 7) Conclusions. The results showed efficiency in management of the Participation, Knowledge of Leader, and Importance with Operations.
